Symptoms

Unable to start all Essbase applications on the Essbase server after upgrading. 

The following errors were generated:

Application Log:

Error(1013000) Unable to Create Request Server Thread

Starting Essbase in the foreground logs:

There is insufficient memory for the Java Runtime Environment to continue.
Cannot create GC thread.  Out of system resources.

An error report file with more information is saved as:
$EPM_INSTANCE/bin/hs_err_pidxxx.log

hs_err_{pid}.log:

Cannot create GC thread. Out of system resources.

Changes

Upgraded from Essbase 11.1.1.4 to Essbase 11.1.2.3.
