When executing a certain Oracle Business Intelligence Enterprise Edition (OBIEE) 11g dashboard page with multiple prompts, that returns millions of rows, inconsistent behavior is seen.
If the report is run and a value is selected in each prompt, the report completes.
If the report is run and the "All Values" option is selected in the prompts, the report may fail with errors:

If the query is run in SQL*Plus or SQL Developer, it succeeds and returns over 4.65 million rows.
This problem may occur when running OBIEE 11g on Exalytics, or on standalone OBIEE 11g server.
