OBIEE 11g: Error: "UpdateBIPConfigFiles: Problem invoking WLST - Traceback (innermost last)" BI Publisher Set Up Fails on Windows Server 2012 when Running the Configuration Assistant (Doc ID 1580583.1)

You are performing a software-only install on Windows Server 2012 of OBIEE

You installed WebLogic Server (WLS)10.3.6 and then ran the OBIEE installer and choose the software-only install which finished successfully.  You then ran the Configuration Assistant but it failed at the BI Publisher set up stage:
