Discoverer Export to CSV Opened in Excel, Numbers are Split Into Two Columns When Logged on with a Locale that Uses the Comma as a Decimal Separator

Information in this document applies to any platform.
The issue is seen when using a non English Locale (language) that displays the decimal separator as a comma (,) instead of a period (.) in a Discoverer worksheet.
For example : French (France), Italian (Italy), German (Germany).
When the worksheet is exported to CSV format and opened using Microsoft Excel the decimal separator is taken to be a CSV separator splitting the number into two columns in Excel.
Locale (language) settings that do not alter the decimal separator, such as English or French (Canada) or Italian (Swiss), display and export number as desired.
