OBIEE 11g: Error: "Cannot set Repository publishing location; dir is not empty" in Enterprise Manager when you Set the BI Server Repository Location as Shared (Doc ID 1582308.1)

Symptoms

You have followed the instructions in Section 5.4.1 - Ensuring that Shared Network Files Are Accessible in Windows Environments - of the "Oracle® Fusion Middleware System Administrator's Guide for Oracle Business Intelligence Enterprise Edition
to set up shared network file.  In addition, you use named users to run OPMN processes in Windows environments, so that the shared network files are accessible. The network share location is specified with UNC format (e.g. \\ServerShare\sharedDirectory).

When, in Enterprise Manager, you apply the shared directory for your repository on your scaled-out system with two servers, you get the following error:
