OBIEE 11g: BI Publisher Report Parameters are Missing when the Report is Run in a Dashboard

Symptoms
You have upgraded OBIEE 11.1.1.6.x to 11.1.1.7.0. Now when you view a BI Publisher report in a dashboard, you do not see any parameter prompts that might be on the report. If you run the report outside of a dashboard, you do see the parameter prompts.
This error MAY be observed:
oracle.xdo.XDOException: java.lang.NullPointerException
