Symptoms

You are upgrading from OBIEE 11.1.1.6.8 to OBIEE 11.1.1.7.0.  You are following section 1.7.1 - Running the Configuration Assistant to Update the Domain – of the Oracle® Fusion Middleware Installation Guide for Oracle Business Intelligence 11g Release 1 (11.1.1) Part Number E10539-05.

Running ORACLE_HOME/bin/config.sh, it failed at 56% on Deploying JBIPS JEE application.  You got the following error:
