OBIEE 11g: Error: "[nQSError: 23006] The session variable, NQ_SESSION.ICX_SESSION_COOKIE, has no value definition."You cannot See any Dashboards after Upgrading to OBIEE (Doc ID 1593940.1)

You have upgraded from OBIEE to OBIEE  You have followed the steps in the documentation on the Install, Patch, and Upgrade Oracle Fusion Middleware web page.

You have init blocks set up in the repository for authentication. The init blocks run against the PeopleSoft HR database, returning role information for the user trying to log in. This role information is passed to the ROLES session variable in OBIEE.  However you cannot see any dashboards in the catalog.  You see the following error:
