OBIEE: Unable To Start BI Scheduler Component

This is a clustered environment.
The scheduler component was not starting on bi_server2. While checking the scheduler log (nqscheduler.log), the following error was found:
[OracleBISchedulerComponent] [ERROR:1]   [ecid: 00iHKutHR6LFk3SpMCx0ie0001co000000] [tid: 19e8] [nQSError: 46029] Failed to load the DLL D:\OBIEE\Middleware\Oracle_BI1\bifoundation\server\bin\nqsdbgatewayoci10g64.dll. Check if 'Oracle OCI 10G' database client is installed. [[
The issue began after restarting the servers included in the clusters.
