Open Button is Greyed Out and User is Unable To Open OBIEE Repository in Online Mode

Information in this document applies to any platform.
When a user tries to open the OBIEE Repository in online mode from the application server where the OBIEE client is installed, they are unable to click the "Open" button.
The Open button is grayed out, disabled, as shown in the image below.
OBIEE BI server and OBIEE Client Tools are on different machines.
