OBIEE 11g: Cannot Create a Report when Logging in via MSAD Authentication

You have installed OBIEE 22.214.171.124.0, with the users defined in ADSI / Groups in the database. User authentication occurs using Microsoft Active Directory implemented using the ADProvider and SQL database based authorisation using the BISQLProvider.
In the case of BI Publisher if you log in through the Weblogic LDAP server (bypassing the AD/SQL set up), you will be able to create a new report and be able to select Subject Area as an option. However, in the next step, no Subject Area is available from the drop-down menu, unless the user has BI Administrator rights.
If you log in through the AD/SQL set up, only the Use Data Model option is available in BI Publisher. When you select this option, you cannot go any further.
