After Upgrade From 10.3.3 / 11.1.1.3 To 10.3.6 / 11.1.1.7 - Unable to Logon to Discoverer, Cannot Display Web Page - Or Sessions Hang (Doc ID 1606213.1)

Symptoms

Just upgraded Web Logic Server (WLS) from 10.3.3 to 10.3.6 and Fusion Middleware (FMw) from 11.1.1.3 to 11.1.1.7. 

Using a load balancer or proxy server which terminates SSL.  Trying to login to Discoverer returns "The page cannot be displayed" error.  This was working without issue in 11.1.1.3.0.

Sessions intermittently hang,

Upgraded from WLS 10.3.3 / FMw 11.1.1.3.0 to WLS 10.3.6 / FMw 11.1.1.7.0.
