Business Rules Drop-Down Box is empty in Task List even though valid rules are present when navigate to Tools>Business Rules


The issue can be reproduced at will with the following steps:
1. Edit Task List
2. Select Plan Type from Drop Down menu
3. You will see Business Rules list is empty. (If do not touch Plan Type Drop Down the business rules will display for first Plan Type though).
