OBIEE 11g: Error: "There was an error processing your download. Please check with your administrator." When Exporting to Excel 2007+

When exporting report results to Excel 2007+, the following error message is displayed:
"There was an error processing your download. Please check with your administrator."
The InputStreamLimitInKB parameter was already set to 0 for the Java Host config.xml file as described in the knowledge Doc Id 1568930.1 for a similar error message.
