OBIEE 11g: Error Sign In: Insufficient Privileges "Access Home Page" Error Codes: C64RS3Z2

Symptoms

Oracle Business Intelligence Enterprise Edition (OBIEE) 11.1.1.7.0. to 11.1.1.7.140114

When you deny the 'Access Home Page' permission to one user, group and application role and then try to login OBIEE with that user, it fails with this message in the OBIEE User Interface:

Insufficient Privileges. "Access Home Page"
  Error Details
  Error Codes: C64RS3Z2


Steps:

1) Sign In OBIEE
http://server.domain:9704/analytics/saw.dll?PrivilegeAdmin

go to:
>Administration
>Security-Manage Privileges

Deny the permission for the 'Access Home page' to the xxxx user.

2) When you try to login, with the xxxx user, even if the preferences in 'My Account' > Preferences > 'Starting Page' are set to a dashboard page:

http://server.domain:9704/analytics/saw.dll?Dashboard&portalPath=%2fshared%2f0.%20Overview%2f_portal%2f0.1%20General%20Dashboard

it fails with the error message in the OBIEE User Interface:

Insufficient Privileges. "Access Home Page"
