OBIEE 11g: Error: "failed to start a managed process after the maximum retry limit" when Starting Scheduler Service (Doc ID 1615754.1)

Symptoms

You have installed OBIEE 11g.  You start all the services using the command:

./opmnctl startall
opmnctl startall: starting opmn and all managed processes...

OracleBIScheduler is the process that has not started.  You can see this from the command:

./opmnctl status

+It was noticed by checking the file attributes of NQTransMgrTemp.rpd.Log that it had "root" user ownership.

+It was also noticed that WebLogic service could no longer be started as a non-root user and giving following exception:
