OBIEE 11g Exhibits Slow Login Behavior (Doc ID 1619637.1)

Symptoms

You have installed OBIEE 11g.
It takes a long time to log in to OBIEE.
You see the following error in the Managed Server log:

The NQServer log file contains lots of init block failures related to incorrect user name and password combinations.  It also inclodes and TNS Listener errors relating to other databases.
