11g After Applying Database 11g or 12c Patch - Connection to Discoverer Plus and Viewer Fails with ORA-03113

When attempting to connect to the Discoverer 10g or 11g with Single Sign-On enabled , the following error occurs :
- Discoverer does not support direct connections to Heterogeneous Data Sources.
- ORA-03113: end-of-file on communication channel
Applied the Oracle Database 126.96.36.199 or 12c (188.8.131.52) patch set
Enabled SSO with the Discoverer 10g or 11g
