Symptoms

You have installed OBIEE 11g on Windows 2012.  When you start up the Oracle BI Administration Tool, it is very slow.

When running the tool, it takes more than fifteen minutes before the start up finishes. During this start up it is noticed that the executable is using a lot of CPU.
After the tool starts, it is working normally and has a normal performance.
