FDMEE Fails When Deploying the Web Application (Doc ID 1633803.1)

Symptoms

When deploying the FDMEE web application, the application deployment step fails, the weblogic scripting tool log (C:\Oracle\Middleware\user_projects\epmsystem1\diagnostics\logs\config\wlst_debug.log or equivalent) shows an error similar to the below and the ODI Studio and ODI Agent components fail to deploy to Weblogic:
