Calculation Manager Error "Could Not Connect To Dimension Server"

Information in this document applies to any platform.
On a newly configured environment, we are able to login to workspace but we are unable to expand Planning node in calculation manager.
- Login to workspace
- go to Administer -> Calculation Manager
- Expand Planning and you get the following error:
Could not connect to Dimension Server.
Please make sure that the required services are started.
Connection refused: connect.
