OBIEE 11g: Error: "Error 500 - Internal Server Error" when Creating a new BI Mobile App Object (Doc ID 1635732.1)

You have installed OBIEE  You apply <patch 17220944> for Oracle BI Mobile App Designer and complete the post installation configurations for the patch.
In Answers, when you select to create a new BI Mobile App object you get the following error message:

Error 500—Internal Server Error

You also see error messages in various log files.


Servlet failed with Exception java.lang.RuntimeException: oracle.xdo.servlet.CreateException:
Failed to retrieve a Config Provider. Make sure that your repository is correctly setup


Failed to retrieve saw login password
unable to retrieve sudo session id [username: BISystemUser]
Failed to retrieve saw login password


[nQSError: 73006] Cannot obtain Oracle BI Servers from either the primary Cluster Controller (servername) or the secondary Cluster Controller () specified for the clustered DSN. (HY000)
