Error "EPMLCM-13000: Service currently not available" When Importing/Exporting Artifacts in LCM (Doc ID 1639472.1)

When attempting to import using Lifecycle Management (LCM) the following error occurs in the Shared Services Console:

"EPMLCM-13000: Service currently not available"

The SharedServices_ImportExport.log reveals error:

"EPMIE-00056: Import operation aborted. The total number of errors exceeded the maximum permissible limit. Please correct the errors and rerun or increase the import max errors limit".
