OBIEE 11g - BI Administration Tool Connection Has Failed With Error "Logon Failed" For The Weblogic User

Recently upgraded from OBIEE 22.214.171.124.6 to 126.96.36.199.131017.
The environment is in a cluster (2 node) and SSO enabled.
Can connect to BI Analytics and BI Publisher urls with the weblogic user without any issue.
However, while connecting to the BI Admin tool the following error is displayed:
In Catalog Manager the following error is displayed:
