NEWLY ADDED ENTITY MEMBERS DO NOT APPEAR IN WORKFLOW, IS THIS A CHANGE IN BEHAVIOUR FROM 11.1.1.3 TO 11.1.2.X?

Goal

At first, we are starting the workflow. Then, we create a new cost center “TEST” and refresh the outline. When we go to “Manage Approvals” in the application, the new cost center is not present. So we edit the workflow and save one. Now, when we return in « Manage Approvals », the new cost center TEST exists but the status is not started.
 
Even if there is an OK message and the status is started, we got the addionnal message : "Target Unreachable, identifier 'node' resolved to null"

In a nutshell, we've notice 2 changes of behaviour from 11.1.1.3 to 11.1.2.3 :
• the new cost center doesn’t appear in the workflow list automatically after the creation
• the cost center has the status "Not started" after the Save of Workflow.

In 11.1.1.3, the new cost center appeared in the workflow list automatically after the creation with "Started" status. Does this change are intented ?
