OBIEE 11g KPI State Displays Incorrectly In Scorecard Versus Standalone (Doc ID 1645642.1)

Create a KPI and add the following logic:

fact < plan+15% then OK;
plan+15% < fact < plan+30% then Warning;
plan+30% < fact then Critical.
Low values are desirable

If you open the KPI standalone, it shows a report with fact=1,160,000 and plan=1,000,000, which correctly shows a Warning state.
But if this KPI is added to a scorecard, it will show an 'OK' state with the same numbers.
