OBIEE User Not Able To See Data In SIA Dashboard With Default BIConsumer And BIAuthor

Symptoms

Generally users should be able to see all the dashboards and subject areas with the default *BI Author* and *BI Consumer* roles.
But in OBIA/OBIEE 11.1.1.7.1 users cannot see all the subject areas with the above groups, only if we give the *BI Administrator* role the they can see all the subject areas and dashboards.
We cannot give BI Administrator role to all the users. Please advise.

Example:

1) Created a Test userid in weblogic and granted the below roles .
BIConsumer
BIAuthor
OBIA_SIA_ADMIN_Analysis_duty
OBIA_Student_account_analysis
OBIA_Student_admission_analysis_duty
OBIA_Student_analysis_duty
OBIA_Student_Records_analysis_duty

2)In OBIEE analytics ----> Catalog ---> Student Information Analytics --->Analytics Library --->Permissions ---> granted FullControl to Test userid.

3) After login OBIEE analytics as Test userid , the dashboards is available, but there is no data under SIA dashboards being displayed.
