Unable To Sign In to OBIEE 11.1.1.7.0 Invalid User Or Password After Installing BI Apps 7.9.6.4 (Doc ID 1675922.1)

Business Intelligence Server Enterprise Edition - Version 11.1.1.7.140114 to 11.1.1.7.140114 [Release 11g]

Symptoms

Installed OBIEE 11.1.1.7 on OS Windows Server 2008 R2 and was able to log into Analysis but once OBIA 7.9.6.4 was installed you are unable to log in.

The following error is displayed:

"Unable to Sign In invalid user or password".

All the services are running, the username and password is correct,  You can also login to EM and WLS console successfully.

After increasing the logging level of oracle.bi.security the following error is displayed in the Managed server log:
