Using OBIEE 11g ( on Linux x86_64

When trying to create a new Action via the OBIEE Home page > New > Actionable Intelligence - Action, the following error occurs:

Server Error:

Soap invocation failure. HTTP error code:
<env:Envelope xmlns:env="">
                <env:Value xmlns:env="">env:Receiver</env:Value>
                <env:Text xml:lang="en-US"> access denied ( context=SYSTEM,,keyName=system.user read)</env:Text>
