OBIEE 11g: CPU Spikes while Restarting OPMN having Configured AnalyticsRes (Doc ID 1909853.1)

Symptoms

You configured your OBIEE 11g install to enable AnalyticsRes service.
You followed the configuration steps in <note 1408240.1>.
Whenever you start OPMN and all the services are running, Presentation Services generates a spike in CPU usage, rising to 600%.
This causes OBIEE to hang and no users can log in. The log in page does not load, giving the error:
