11g Cannot Login To OBIEE Error After Patching: " User authentication failure: BISystemUser" - "Missing User Principal!"

Information in this document applies to any platform.
After the patch was applied, you are unable to log into Presentation Server.
From Enterprise Manager, all BI Services are up but BI Server log shows " User authentication failure: BISystemUser"
It also show on the log "Missing User Principal!"
When logging in as weblogic, you get Unable To login User. User Authentication Failure.
Also When logging in with LDAP, you get "Access Denied"
