OBIEE 11g Data Filters Are Not Applying To Application Roles

Row-level Data Filters are not applying to application roles.
Data filters at group level were used in 10g. After upgrade to 11g, when applying data filters at application role level, none of those filters are applying.
The account screen shows that the correct roles have been assigned to the user.
