Hyperion Financial Management (HFM) Error "'symbol' is a required attribute and thus can't be blank (9881)" After Application Upgrade

Symptoms

After upgrading Hyperion Financial Management (HFM) application from version 11.1.2.1 to 11.1.2.3 or 11.1.2.4 the application does not open.

For HFM 11.1.2.3, the following error message is found in the HSVEventLog.log:

For HFM 11.1.2.4, the following error is found in HFM ODL log:
