OBIEE 11g After Upgrade Error "Graphing engine is not responding" (Doc ID 1918989.1)

Symptoms

 After upgrading from 10g to 11.1.1.7.1 you get the following error for some of the gauges/charts :

"Graphing engine is not responding.
A fatal error occurred while processing the request. The server responded with: java.lang.NullPointerException."


You followed the resolution in Appendix B of the Upgrade Guide, and

still the same issue.
