OBIEE 11g After Upgrade Error "Graphing engine is not responding"

After upgrading from 10g to 188.8.131.52.1 you get the following error for some of the gauges/charts :
"Graphing engine is not responding.
A fatal error occurred while processing the request. The server responded with: java.lang.NullPointerException."
You followed the resolution in Appendix B of the Upgrade Guide, and
- added this to instanceconfig.xml:
- cleared all server cache.
- tried the work around mentioned in <Note 1471571.1> - OBIEE 11g: Error: "Graphing Engine Is Not Responding" when Displaying a Report
still the same issue.
