OBIEE 11g Problem Starting OBI Services Using StartStopServices.cmd

OBIEE 11.1.1.7.140527 version, Analytics

ACTUAL BEHAVIOR  
---------------
Problem starting OBI services :

- Trying to start OBI System by calling the StartStopServices.cmd, however BI Presentation Service does not start.
- To workaround, user has to start it manually launching opmnctl startall when all components (except coreapplication) are running.
- It was observed that this started to occur after installing patches 11.1.1.7.140527 (Patch 18507268)

EXPECTED BEHAVIOR

All components should start when running StartStopServices.cmd, including Presentation services 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Was running 11.1.1.7.0.  Here, StartStopServices.cmd could be used to start all components of OBIEE successfully
2. applied 11.1.1.7.140527 (Patch 18507268) plus the pre-requisite patch 16569379
3. start OBI System by calling the StartStopServices.cmd
4. Everything starts except for Presentation Services (core applicaiton)
5. Use 'opmnctl startall' to start Coreapplication (Presentation Serivces)

FURTHER INFORMATION

- Same issue occurs with SampleAppLite.rpd repository in place
- This is not a clustered instance
