Lifecycle Management (LCM) Error "There Was Some Communication Error While Loading The Tree" When Expanding an EPMA Shared Library Node

When attempting Lifecycle Management (LCM) migration for Enterprise Performance Management Architect (EPMA) Shared Library the following error message appears during node expansion:
There was some communication error while loading the tree.
In SharedServices_LCM.log the following error is logged:
[EPMServer0] [ERROR] [EPMLCM-30053] [oracle.EPMLCM] [tid: 14] [userId: <anonymous>] [ecid: 0000KZ9vWAF7U845zVK6yW1JxKaq000chV,0:4:1:1:1:1:1] [APP: SHAREDSERVICES#22.214.171.124] [SRC_CLASS: ?] [SRC_METHOD: ?:?] Failed to connect to "EPM Architect" while performing explore/listing for application. Received status code - "503" with error message - "<TITLE>ISAPI plug-in Error Message</TITLE><H2>Message from the ISAPI plugin:</H2><P>[[No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.". Possible cause of error no backend server available for connection.
