OBIEE 11g: Error: "FailedAuthentication : The Security Token Cannot Be Authenticated" when Starting Weblogic Server (Doc ID 1935489.1)

You have a simple installation of OBIEE.
You have configured it to use Microsoft Active Directory as the authentication provider, following the steps given in section 3.4.2 - Configuring Active Directory as the Authentication Provider - of the Oracle® Fusion Middleware Security Guide for Oracle Business Intelligence Enterprise Edition 11g Release 1 (11.1.1) Part Number E10543-08.
But the WebLogic server is down.  When you try to re-start it, you get the following error:

<Error> <oracle.webservices.service> <OWS-04115> <An error occurred for port: {}RpcPort: oracle.fabric.common.PolicyEnforcementException: FailedAuthentication : The security token cannot be authenticated..>
<Error> <> <WSM-00279> <The following Fault Message is received at the client side from the service:-
FailedAuthentication : The security token cannot be authenticated..

The client side policy is: oracle/wss_username_token_client_policy.
The service endpoint URL is: http://<server IP Address>:7001/ws/rpc.
