OBIEE 11g - Daylight Saving Timezone Not Working (Doc ID 1947625.1)

Symptoms

For example, setting the preferences in My Account--->Preference--->Timezone--->(GMT+10:00) Canberra, Melbourne, Sydney

When running a report, where in the Title date and time are enabled to be displayed, it shows one hour of lag for (GMT+10:00) Canberra, Melbourne, Sydney timezone because the region currently observes DST.

The issue can be reproduced at will with the following steps:
-> Edit an Analysis
-> Click on the 'Results' tab
-> Edit the 'Title' view or create a 'Title' view
-> Change the 'Started Time' to 'Display date and time'
