Discoverer Plus 11g Wizard Title Characters Cannot be Seen When Look and Feel (LAF) is Set to Oracle

Symptoms
The Discoverer Plus Wizard dialog title color is white when the Look and Feel (LAF) is set to Oracle. As the dialog title background is also white, the characters are virtually invisible.
For example, in the Worksheet Wizard step 1, the Worksheet layout, at the top of the dialog you see only a white area. The words "Worksheet Layout" should be visible.
This can be seen by using the "lookandfeelname=oracle" URL parameter.
