Form Data Validation Randomly Fails to Apply on a Cell Even if the Condition is Met / Verified

Symptoms
A validation rule is applied on a “check” column in a Planning form.
The rule checks the sum of previous columns to be either equal to 100% or NULL (empty).
If the condition is not met, then it should display a red cell.
Issue: the cell colour is randomly applied on the 'Check' column cell, even though the test condition has been met / verified.
- row 1). meets the criteria i.e. it is 100%, and the 'Check' column correctly displays a normal cell
- row 2). does not meet the test conditions i.e. it is 10%, and the 'Check' column correctly shows the cell in red.
- row 8). meets the test criteria, i.e. it is 100%, but, the 'Check' column cell incorrectly shows the cell in red !
