Job Console Reports Wrong Start and End Times (Doc ID 1950735.1)

Symptoms

Hyperion Planning is installed on a Windows 2008 R2 server.
Although system date and timezone (TZ) and database sysdate and TZ are correct

When running Business Rules, the Job Console reports the wrong Start and End times.

Querying the HSP_JOB_STATUS table in the Planning application, confirms the table is populated with incorrect timestamps
Querying the time of updates to the table itself: 'select scn_to_timestamp (ora_rowscn) from hsp_job_status;'
