Symptoms

After upgrading OBIEE from 11.1.1.6.x to 11.1.1.7.0 :

The "weblogic" administrator user (who is a member of the BIAdministrators group / BIAdministrator application role) launches Catalog Manager and tries to open the web catalog in Online mode (File > Open Catalog > Type = Online ...), however, the following error is thrown:

You do not have the privilege to run Catalog Manager
