OBIEE 11g - Refresh Repository Variables Failure as Unable to Acquire Exclusive Lock (Doc ID 1959617.1)

Symptoms

You created a dynamic repository variable which value is refreshed by a setup schedule in the repository and embedded into report.
Now the value referred by repository variables in data source has been updated.
But you found that:
- Value of variables embedded in the report is not refreshed even refreshing dashboard report.
- Open AdminTool online and check variables value via session manager and find that Value of variables retain older.
- Following error logged in nqserver.log

[2014-12-10T13:56:50.000+09:00] [OracleBIServerComponent] [ERROR:1] [] [] [ecid: <ecid>] [tid: <tid>]  [nQSError: 43058] Unable to acquire exclusive lock for refreshing repository variable: p1. [[
[nQSError: 43059] Init block 'p1': Dynamic refresh of repository scope variables has failed.
