OBIA 11g During Installation of OBIA when starting NodeManager Getting <SEVERE> <Fatal error in node manager server> (Doc ID 1959732.1)

Symptoms

When running configApps getting errors that node manager has not been started.  You opened up another window to start nodemanager manually and are now getting the following:-
