OBIA 7963 Execute full load via "pmcmd" command from DAC produces %PARAMSFILE error (Doc ID 1969635.1)

Symptoms

On : 7.9.6.3 [AN 1900] version, DataWarehouse

You have upgraded DAC from 10.1.3.4.1.patch.20111228.1556 to 11.1.1.6.4.20121119.2022.
There is an issue is when running "pmcmd" command from DAC:

Command Used: pmcmd startworkflow -sv INT_BIDEV -d BIDEV -u admin -p ****  -f SDE_PSFT_91_Adaptor -paramfile %PARAMFILE  SDE_PSFT_PersistedStage_ProjectTransactions_Cost_Full

The Error message below  shows that it is not replacing %PARAMSFILE variable with the actual location of Informatica parameter file:

MESSAGE :::Request to start workflow : 'X_SIL_SERVICE_LINE_D with the instance name X_SIL_SERVICE_LINE_D' has completed with error code 17
Error Message : Parameter file does not exist.
Command Used: pmcmd startworkflow -sv INT_BIDEV -d BIDEV -u admin -p ****  -f X_SILOS -paramfile %PARAMFILE  X_SIL_SERVICE_LINE_D
