SILOS_SIL_PURCHASECYCLELINESFACT failed with an “ORA-01843: not a valid month error”. It was attempting to convert a WID to a date.

There are two root causes. One in EBS and one in OBIA.

EBS has rows with a date of August 1, 201, and December 1, 201 or formatted another way 02010801 and 02011201 using the YYYYMMDD format mask.
This is not a typo. The date is 1,800 years in the past due to a data entry error.

The date from EBS above is loaded to the OBIA the W_RQSTN_LINE_COST_FS, and the W_RQSTN_LINE_COST_F tables successfully because the date is loaded directly to a DATE column in the W_RQSTN_LINE_COST_FS table,  and the converted via a TO_NUMBER function for the WID in the W_RQSTN_LINE_COST_F table.
