OBIEE 11g: The Value of a Presentation Variable that is Referenced in a Protected Filter Changes upon Navigation via an Action Link (Doc ID 1970975.1)

Symptoms

In OBIEE 10g, there is a dashboard that contains a dashboard prompt and a "Source" report.

The dashboard prompt includes an "Out of Stock" column which can have values of 'Y' or 'N', and which sets the "OOSFLG" presentation variable.

In the Source report, a user can click on a value in the "Org Name" column to drill / navigate to a "Target" report.

Both the Source report and the Target report include filters where the "Protect Filter" option is checked on / enabled: 

           Out of Stock is equal to / is in @{OOSFLG}
      OR '@{OOSFLG}{X}' is equal to / is in X

With this configuration, if the user did not select any value for the "Out of Stock" column in the dashboard prompt, then both the Source and Target reports would show results for all "Out of Stock" columns.

However, after migrating to OBIEE 11g, a change in behavior was observed after drilling / navigating from the Source report to the Target report.

For example:

The user does not select a value for the "Out of Stock" column in the dashboard prompt, and the Source report correctly shows a resultset with both 'N' and 'Y' "Out of Stock" values; see the Filter view shows: Out of Stock is equal to / is in OOSFLG OR '@{OOSFLG}{X}' is equal to / is in X

When the user clicks on a value of the "Org Name" column to drill / navigate to the Target report, the Target report "incorrectly" shows a resultset with only 'N' "Out of Stock" values (or only 'Y' values, depending on the value in the Source record); see the Filter View shows: Out of Stock is equal to / is in N OR '@{OOSFLG}{X}' is equal to / is in X

It was expected that the "Filter" would not change in the Target report as it was "protected".
