You are experiencing an issue in OBIEE in one of your environments.
When you log in and click a dashboard (any dashboard), and then go to tools, edit dashboard, you are presented with a blue screen and no ability to edit the dashboard.
You can edit a dashboard if you click edit from the catalog folders.
Oddly enough, if you close the tab and then "undo close tab or reopen closed tab" it opens with the correct editing screen available.
You have deployed a custom skin, undeployed it again to use the default skin again.
