EPMA Dimension Server Not Starting After Upgrade. Dimension Server Log Shows, "SVR_ERR_CONFIG_UNSUPPORTED_DB_PROVIDER:Database Type '' is not Supported." (Doc ID 1986296.1)

Symptoms

After applying maintenance release from 11.1.2.1 to 11.1.2.3, you are unable to to start the EPMA service.

The following errors are found in the Dimension Server Log:
