OBIEE 11g: Error: "Authentication Error: Server Authentication Failed: Could not connect to the server. [-1004]" when Connecting to the BI Mobile App

Symptoms

You have installed OBIEE 11g.
You also have installed the BI Mobile application.
You connect to VPN without trouble, but when you try to connect to the app, you get the following error:

Authentication Error: Server Authentication Failed: Could not connect to the server. [-1004]
